Changes to Part L & F – What you need to know

Drivers for Change

  1. On 27th June 2019, the UK became the first major economy to pass Net Zero Carbon emission targets into law
  2. The aim is to bring all UK emissions to Net Zero Carbon by 2050
  3. Part of the Government’s plan to hit this target is the Future Homes Standard (FHS), which is expected to be in place by 2025
  4. The new Part L is a significant step up from the current 2013 Edition of Part L, and is intended to nudge industry towards the proposed FHS

Key Implementation Dates

  1. New Approved Documents are to be issued in December 2021, and will come into force in June 2022
  2. For the current 2013 versions to apply, a Building Regulations application must be received before June 2022, and work must start on site before June 2023
  3. For multiple dwellings applications, each dwelling must have commenced for transitional provisions to apply. Any that have not commenced must meet 2022 standards​

Key Changes

  1. A new Part L Volume 1 for Dwellings and Part L Volume 2 for Non-Domestic Buildings will be released
  2. The SAP & SBEM Energy Assessment calculation tool is to be revised
  3. A CO2 Emission Target will be retained for all buildings, with Fabric Energy Efficiency Rate for Dwellings only
  4. The maximum permitted Primary Energy Rate will set a new standard for all buildings
